Abandoned military waste sites in Lower Saxony   (ALTR)

A systematic hazard assessment of abandoned military sites was carried out on all known suspect sites, or sites that were added during the course of the project, between 1989 and 1997, under the leadership of Lower Saxony's environment ministry. The hazard potential of abandoned military waste must be rated very high, because operation of defense industries and their production were usually carried out under conditions of war, and the production at that time took precedence over measures to protect workers and the environment.

Large-scale contamination was caused for example by air attacks that damaged or destroyed the production facilities and by unprofessional demilitarization measures, while toxic production residuals came uncontrollably into the environment. Further inspection has to show, whether there is a real danger in the location and what the extent of contamination is.

During the exploratory and detailed investigations chemicals associated with armaments, explosive materials and, in individual cases, agents used in chemical weapons were found. In places, these resulted in considerable soil and groundwater contamination. 185 sites in Lower Saxony were classified as abandoned military sites.

According to the Lower Saxony soil protection act (§10 NBodSchG), the municipalities and districts are responsible for the management of abandoned military waste sites, who store the expert reports with the preliminary assessments of these sites. The data will be updated every third year by the district’s and municipalities agencies, who provide further and enhanced information and data. The LBEG serves as an advisor in regard of geological problems.

The visualization of abandoned military sites on the map server is permitted by decree of the Lower Saxony Environment Ministry dated 16 May 2006, with reference to Art. 7 of Directive 2003/4/EC on the freedom of access to information on the environment.

    Ergebnisse einer im Zeitraum von 1989 bis 1997 durchgeführten systematischen Gefährdungsabschätzung von Rüstungsaltlasten auf allen bekannten, bzw. im Zuge dieser Bearbeitung hinzugekommenen Verdachtsflächen.

    Der Datenbestand muss hinsichtlich möglicher Rüstungsaltlasten als nicht vollständig betrachtet werden.

    Die Darstellung von Rüstungsaltlasten auf dem Kartenserver ist laut Verfügung aus dem Niedersächsischen Umweltministerium vom 16. Mai 2006, mit Verweis auf Art. 7 der RL2003/4/EG zur Verbreitung von grundlegenden Informationen über die Umwelt, genehmigt.
