The result is the 1 : 25 000 resource security map (RSK25), which is available in electronic format for the whole of Lower Saxony and is continually updated. This information on priority resource industry regions is made available to spatial planners. It is helpful and necessary for their work to classify the resource regions into value gradations. Because of the numerous competing claims on the use of the limited natural environment it is only possible in this way to protect the resource potential as a whole, bindingly and over the long term. Selecting those areas to be secured at all costs to provide the state with sufficient resources demands comprehensive geological data on one hand, but as detailed knowledge as possible on the regional and interregional economic structures on the other. An important basis for the evaluation is not only the quality of the different natural resources, but also a rough estimate of the long-term regional and state-wide demand. In this context the transport links of the individual areas must be taken into consideration, just as the fact that certain branches of industry are tied to a particular location. One example of this is the cement industry. Because of the very high operative investments and very high resource demand, absolute planning security for deposits in the immediate vicinity of the plant is required.
