Current operation mode of the map: Mouse Gestures
In "Mouse Gesture" mode the map is controled solely by using different buttons of the mouse and executing different gestures.
Alternatively you can switch to classical "Toolbar" mode:

In "Toolbar and Mouse" mode the map is controled by the mouse in conjunction with the selected tool.
You can change the operation mode to "Mouse Gestures" where everything is controled solely by mouse and no toolbar is required:

Get information to a location
on the map

Click on the map with the left mouse button
Zoom In
Create a rectangle by keeping the right mouse button depressed and dragging the mouse
Zoom Out
Click on the map with the right mouse button
Move the Map
Hold down the left mouse button on the map and move the mouse
  How does navigation work?
Only the left (primary) mouse button is used to control the map. The selected tool from the toolbar determines which action will be executed.
Get information to a location

Select the »Information« tool, then click on the map with the left mouse button
Zoom In
Select the »Zoom In« tool, then create a rectangle by keeping the left mouse button depressed and dragging the mouse
Zoom Out
Select the »Zoom Out« tool, then click on the map with the left mouse button
Move the Map
Select the »Pan« tool, then move the map by keeping the left mouse button depressed and dragging the mouse
